Is it illegal for my ex-husband to access my credit reports, without my permission?

I went on to freecreditreport to view my credit reports, setup all the required information and tried to log-in, when I did, the password I selected came back as incorrect. I contacted the customer service and was told they would send me a new password to my email, after waiting an hour and not receiving the new password I called them back,only to find out the email address they had on file was my ex-husbands along with his phone number. And was told that in August of 08 he had just paid and received all three credit reports on me.We have been divorced for three years.
