Of 760 bills signed by California Gov. Jerry Brown in 2011, most take effect Jan. 1. Here are some highlights. Excludes measures placed on the ballot by the Legislature. -Dream Act: The portion of the California Dream Act taking effect this year makes illegal immigrants accepted at California public universities and community colleges eligible for privately funded scholarships administered by the schools. -Drunk drivers: authorizes courts to revoke, for up to a decade, the driver’s license of any person convicted of three or more DUIs …
